When I think of my childhood, I grew up watching television on the weekend, for an hour or two hours, from 2 to 4 pm and then playing outside. Today, young people grow up very differently. Today, they watch TikTok or YouTube videos, they don’t learn at school in an intense and professional way, but rather they teach themselves things via YouTube videos and other learning content. It even goes much further, the children network via their smartphones in messenger groups, WhatsApp groups etc. But for adults, too, it is of course a very important element in digitisation that we not only spend our leisure time and learning content together, but also perhaps work together on the move. You can no longer imagine that you are just sitting in the office, but rather you are perhaps outside in a café working with your notebook, your laptop or doing bank transactions on your smartphone. These are all areas that are quite significant. It affects the young and it affects the so-called golden agers, including the elderly, who are participating very intensively in digitisation and are thus, of course, socialised in a very special way.

Digitalisation is constantly advancing into our lives. We are all personally dependent on digitalisation. Let’s think about banking, let’s think about coordination with friends, let’s think about the pupils who work with certain social media groups and of course post really great things and information. This is also a wonderful gateway for criminals. This is a subject that the criminals also recognised. When I presented the 2019 Management Report with Federal Minister Seehofer, we discovered that we have over 900 million malware programs. 900 million! We see over 300,000 new malicious programs every day. In a joint survey conducted with ProPK and the Federal Office for Information Security (BSI), we found that one in four has already become a victim of cybercrime. This means that if you take a head count when there are four of you in the family, one of them has become a victim. An incredibly high number. Being victimised means phishing attacks, means that passwords are taken, that data is encrypted. If you imagine that when you take pictures, you usually take them digitally. You put them on your hard drive and an attack can look like all this data is encrypted, so it is no longer accessible and usable. That is why it is important to take appropriate preventive measures. That is why it is important to take precautions. This means, for example, that the images are backed up on an independent backup server. These are relatively simple activities, and a great deal of information can be found on the relevant websites of ProPK and the BSI for citizens.

Digitisation, as it is passing through our lives, and successfully passing through it, because there are many welfare gains. It is much easier to do banking, to date friends. In the same way, there are of course also many opportunities for prevention work. When I think of younger people, it immediately comes to my mind: We all went to school once and we learned how difficult learning can sometimes be, in the classic sense of frontal teaching. Today, this is done through gamification, a great tool, a great opportunity especially for prevention work. But I am also thinking of the other possibilities for older people, by having concepts like “Train the Trainer”, where older people are approached in a completely different way depending on the target group, so that they know how to move safely in cyberspace or the digital world. How can I participate in this? How can I differentiate and distinguish between things that normally seem right and things that are wrong. What are the right protection measures that I am taking? There are a large number of instructions, which are, for example, target group-specific. I think of BSI-fuer-buerger.de as an example. I am thinking of the websites of the police crime prevention or I am also thinking, for example, of the cyber primer created by Deutschland-sicher-im-Netz, where you have a simple reference book, where you can see what opportunities digitalisation offers on the one hand, what are the keywords there. But on the other hand, how can I protect myself there appropriately? It is quite important to note that just as criminals move with the times and become more and more digital, so prevention work will also become more and more digital, so that we can ultimately live safely and confidently in a digital world.

I think we have incredibly big tasks. We are digitalising ourselves more and more, we are networking. The digital world is advancing rapidly. We have products today that we didn’t even see ten years ago. We have other business models. Our working world is changing, our private life is changing. And prevention must also change accordingly. That means my vision is that in the end we must help people: That we have to help people, I believe that is good prevention work, to make a conscious risk decision. “What risks am I consciously willing to take? What risks do I not want to take?” This serves the purpose that we no longer have, for example, “I am thinking about installing a security program”. Usually they do not have any security programs on the smartphone, even if it is Android based. Instead, they should automatically say “Security is part of it, cyber hygiene is part of it, just like locking up when I leave the house is part of my normal life”. This is what the prevention work is all about, that we point out the risks, that we point them out to the right target group. And then, of course, support them with appropriate measures, because one thing is at stake: it is not about spreading fear and concern, but about being able to move safely and confidently in the digital world. And that is a great opportunity that we have. That is what they are doing with a large number of new measures, I am thinking of gamification, I am always thinking of how we are going to successfully implement new media, for example in the context of a cyber primer, for older people as well.
