I tend to use cautious wording and yet I am firmly convinced that digitalisation is the greatest revolution we have ever had in human history. When we talk about digitalisation, we mean a period of time in the last 30 years that is connected with very massive changes in all areas of society. And I believe that what is on the horizon for the next 30 years, makes the last 30 years seem like a very gentle and quiet phase. Access to information has changed fundamentally. Every school child with a smartphone in his or her pocket now has more access to information than libraries or scholars could ever provide in the past. This also means that we are seeing a big shift here. Today, it is less about finding information but more about evaluating it and putting it into its own context in order to share it with others. The effects of digitalisation can be felt in every area of life. Let’s just take a look at which aspects of the economy have gained tremendous momentum with digitalisation: In traffic, in healthcare, in the way goods are produced and also transported around the globe, in politics and also in interpersonal relationships. Everywhere, traces of digitalisation can be found very clearly, which have a great influence on how we as individuals live together in the society. Today, topics can be placed on the community agenda even without the classic gatekeepers. This is an indication of a liberal aspect of digitisation. At the same time, we should also be aware that

digitisation is not a liberating phenomenon per se, but can also be used in a completely different way If we take a look at China, where a so-called social scoring system is already mapping all citizens´ actions in one value and also linking them to future prospects and the state´s pleasure, then digitisation can also be used for exactly the opposite of freedom.

Violence and crime are digitalising as well. My impression is that new forms of play are being added, but the old ones are not being suppressed. I would like to show you a very important tool of mine: This is my smartphone. This device stores more personal and intimate information about me than anywhere else in the world. In fact, I believe that if you ask my family and friends and they tell you everything they know about me, you still don’t know as much as if you could read my smartphone. A very powerful tool, but it also makes me very vulnerable! This means that smartphones and of course our computers are very lucrative targets. We also experience this in larger contexts, such as the city of Frankfurt, which has been paralysed as a service provider for digital offerings. University networks are encrypted, the German Bundestag had problems.

So we often have to deal with the case that hard disks are encrypted and then released again in exchange for a ransom demand. We see in identity theft that people can impersonate other people because of the digital tools. These are all very new forms of criminality in digitalisation. The Internet has also revolutionised the trade of illegal goods. It has never been easier to have a hand grenade and a kilo of coke sent home in a parcel. And violence has also been given a completely new face in the digital age. We’re just starting to think about hate speech and how to deal with it as a society.

Insults, death threats, etc. are also taking place digitally and have very similar psychological effects on us as any direct face-to-face threat or use of violence. Sexual violence is also made possible in a completely different way by digitalisation. I have in mind that adolescents and children can be addressed by adults, that the trade with images related to child pornography is also possible in a completely different way and that we as a society are still unable to develop and offer solutions with sufficient technology and pedagogical attitude.

Although this is a technical question,I think we’re rapidly entering a philosophical area here. Because when it is about crime prevention in the digital world, it is always about the tension between freedom and control. On the one hand, of course, we could go for full control and use camera surveillance everywhere, use facial recognition and AI to be able to predict future actions of the recorded persons, try to evaluate emotions, have networked databases of all investigating authorities and thus perhaps place every citizen under a little general suspicion. This is something that needs to be discussed in society. How much control do we want, do we need, to protect ourselves and how much freedom can we allow ourselves? I find Andy Warhol’s statement about digitisation significant. At the end of the 60s, Warhol said that in the future it would be possible for everyone to have 15 minutes of fame. In the 50 years since this statement, his thesis has not only proved to be true, but perhaps even turned into the opposite. Perhaps the wish in the coming years will not be 15 minutes of attention and fame, but 15 minutes of anonymity. To be unobserved for a while. Nevertheless, it is of course important to me to emphasise that we as a society must give the state a strong mandate for the exercise of prevention, because prevention will always be a question of awareness and also of the means of money. No citizen will be able to protect himself comprehensively on his own, and therefore we need to discuss how much protection, how much control we grant the state and at the same time how our freedom can be organised in the digital world.

The demands on prevention are increasing

in the digitalised world. To put it in a nutshell: a few years ago it was enough to take care of your house key and keep your pin separate from your EC card. This is certainly no longer sufficient today. How can a citizen carry out prevention independently? First of all, he needs to be aware of it, (and?) then he needs the skills and the resources to protect himself. If we take a look at where media competence is taught and developed today, we unfortunately come to inadequate conclusions. Neither in families in the parental home is there enough competence and experience to enable our children and also the adults themselves responsible citizens. Also at school we still experience far too little support for the challenges of the digitised world. As “Digital Heroes”, we

firmly believe that we would do well to support the development and promotion of media competence and media education in families and schools, as this is the key competence for prevention in the digitalised world.
