Digitisation is actually characterised by new possibilities and less by new hardware technology. It is not new mobile phones or new cars that you can see and touch on the street or in our everyday lives. What actually characterises digitalisation is the possibility of networking. The networking of actors, i.e. of people with each other. But of course also networking with technologies, which enables us to bring completely new data and new information into interaction with each other. And the other thing is, of course, if I combine this with AI technologies, that I can analyse data, that I can recognise patterns in all these masses of data. That’s one thing, then of course I can gain completely new insights, also as a technology. And the other thing we are doing here, in cognitive interaction technology, is the possibility to interact with this technology, this intelligent technology. And to interact in a way that I understand what is happening there and that I can control it. In other words, technology or digitalisation is actually characterised by the fact that I can’t see it, but by the many new possibilities it opens up. I believe that there is always a tendency to deny children and young people the ability to deal with technology in a particularly reflective way. But I think that this underestimates them a little bit and they don’t talk about “digital natives” for nothing. I do believe that new concepts have actually developed in our children or young people in society, which we possibly cannot yet assess very well. I think the ability to create YouTube videos alone, as we can already see, shows what young people are already doing, even children. This means that they learn to present themselves at a very early age and I think there are completely new, also social skills in the children and young people, which have developed, which we do not yet have and which we may not be able to perceive well in the children. That is why I see great opportunities there, but also, logically, all the dangers. But by exposing children to certain dangers, it is of course also possible for them to develop strategies for coping with these dangers.

Digitalisation allows a new linking between basically perpetrators and victims and allows, actually enables, new gateways. That means, for example, a smart home offers me many more opportunities to be attacked. I not only have sensors in my smart home apartment, but possibly also actuators that operate things like blinds or lights or speakers, but also something like doors that can suddenly be electronically controlled. And that makes me vulnerable in a completely different way than I would be without digitalisation. On the one hand, this is a problem of course, and on the other hand, because of all the sensors that are now also present in the smart home, someone who wants to steal data can suddenly get completely different data from me than it was possible before. At the same time it has become much easier for offenders to cause damage with this data. On the other hand, the social inhibition threshold has also become lower, because suddenly I no longer have personal contact with the victim, but I can simply do this digitally and then gain a benefit from it without ever having to have contact with the victim. In other words, digitalisation has opened up completely new dimensions of crime opportunities and also significantly lowered the inhibition threshold for criminals.

In our field of work, we are researching, among other things, how to support people to be able to live autonomously at home for longer, through technology, through digitalisation. On the one hand, this can be made possible by analysing data recorded by sensors. For example, it is possible to identify at an early stage whether certain behavioural patterns are changing in such a way that it is possible to draw conclusions about certain cognitive degradation processes, so that preventive measures in this area of health can be taken as early as possible. On the other hand, we have also developed interaction technologies to offer therapy options at home. For example cognitive trainings, that I can make a memory game with a robot or with a virtual avatar, so that I can better integrate therapeutic approaches in everyday life. All in all, these technologies ultimately enable us to support people in living autonomously in their homes for a longer period of time and thus enable them to participate in society. It is also important for us to bring participatory elements into the research. That means involving these people as early as possible in the research questions and considering what are the problems that actually need to be solved in this field. Of course we also need cooperation partners. In our case these are the “Bodelschwingsche Anstalten” here in Bethel, where we get massive support to be able to do this participatory research. That means for us digitalisation is really a great possibility to support people to be able to live longer autonomously in their homes.

On the one hand, of course, digitalisation offers the opportunity to try out completely new prevention strategies. What is also currently under discussion are approaches that use large amounts of data, something like “predictive policing”, but which of course lead to major problems, because I am strongly influencing reality. From my perspective, it makes more sense to use digitalisation in terms of individual support. Due to this networking this is simply possible. This means that I can support potential perpetrators, first-time perpetrators, perpetrators who have attracted attention for the first time, with assistance technology in order to be able to identify potentially dangerous situations in everyday life, perhaps with AI methods. At that moment I might also be able to contact people who can be supportive and can help. And in the further future, of course, the possibility to interact with artificial intelligence, with avatars that can actually support you in the situation, to reflect again on what happened and that you can always develop new strategies. That means for me the vision is actually that the technology actually tries to support and strengthen personal potential and that is of course a danger that can occur. We can see this in the example of China. Of course, something like this can also be massively abused and I believe that we must of course be careful that we remain in the individual sphere here and also take care that the data remains where it belongs.

When I think of my childhood, I grew up watching television on the weekend, for an hour or two hours, from 2 to 4 pm and then playing outside. Today, young people grow up very differently. Today, they watch TikTok or YouTube videos, they don’t learn at school in an intense and professional way, but rather they teach themselves things via YouTube videos and other learning content. It even goes much further, the children network via their smartphones in messenger groups, WhatsApp groups etc. But for adults, too, it is of course a very important element in digitisation that we not only spend our leisure time and learning content together, but also perhaps work together on the move. You can no longer imagine that you are just sitting in the office, but rather you are perhaps outside in a café working with your notebook, your laptop or doing bank transactions on your smartphone. These are all areas that are quite significant. It affects the young and it affects the so-called golden agers, including the elderly, who are participating very intensively in digitisation and are thus, of course, socialised in a very special way.

Digitalisation is constantly advancing into our lives. We are all personally dependent on digitalisation. Let’s think about banking, let’s think about coordination with friends, let’s think about the pupils who work with certain social media groups and of course post really great things and information. This is also a wonderful gateway for criminals. This is a subject that the criminals also recognised. When I presented the 2019 Management Report with Federal Minister Seehofer, we discovered that we have over 900 million malware programs. 900 million! We see over 300,000 new malicious programs every day. In a joint survey conducted with ProPK and the Federal Office for Information Security (BSI), we found that one in four has already become a victim of cybercrime. This means that if you take a head count when there are four of you in the family, one of them has become a victim. An incredibly high number. Being victimised means phishing attacks, means that passwords are taken, that data is encrypted. If you imagine that when you take pictures, you usually take them digitally. You put them on your hard drive and an attack can look like all this data is encrypted, so it is no longer accessible and usable. That is why it is important to take appropriate preventive measures. That is why it is important to take precautions. This means, for example, that the images are backed up on an independent backup server. These are relatively simple activities, and a great deal of information can be found on the relevant websites of ProPK and the BSI for citizens.
