Smart Prevention of course means that we try to be smart with digital technologies. For example, that means using AI to detect child pornography or hate speech. Such things should be used and they can be a great help in areas that we can no longer detect with our human senses and where complex data is available that the individual policeman or policewoman cannot find in this ocean of data and this ocean of communication. Smart Prevention also means dealing intelligently with this new situation and not just looking for technical solutions to social problems, but also looking at the social problems themselves. That means using digital technologies where they are useful for social welfare. In other words, where digitalisation produces social losers, we will also have an increased incidence of crime. If we have a comprehensive, intelligent concept of crime prevention in the digital sector, then we will look at social integration and what digital media can do for it. The main challenge for policymakers is not simply to do everything that can be done in the area of digitisation and what ultimately results in monitoring. So we have a lot and a lot of possibilities, for example, for recording biometric data, video surveillance, actually big data analysis and AI play a prominent role, predictive policing. Politicians are often quick to say that we must now do everything that is technically possible. I would think that politics would have to look into this again and see whether we are not entering a state where security is everything and where the prediction of possible criminal cases is completely in the foreground, so that people no longer look at the actual reasons for criminal behaviour. That is what I believe to be the real priority in the field of crime prevention.
