Prevention will change in a digitalised world as much as this world itself. On the one hand, there is the task of the users to secure themselves. However, this cannot simply be ordered. Rather, it is necessary to create incentives over and above legislation and, if necessary, to make these incentives more effective through public relations work or subsidies. People must therefore be enabled to protect themselves and know how to protect themselves. The other thing is no less important, namely making safety through regulation. Regulation and self-protection go hand in hand. This is where the law must weigh up. On the one hand, between norms that increase the effectiveness of state security guarantees and, on the other hand, norms that protect the fundamental rights of those affected and can therefore also reduce effectiveness. And thirdly, and this is the important vehicle for this, there must be a broad public debate about this right. That is one of the tasks of the democratic principle. All these areas necessarily belong together.
